About BASIX Certificate
A BASIX Certificate (Building Sustainability Index) is required in New South Wales for development applications. It confirms that a home or project meets sustainability standards by using less potable water and producing fewer greenhouse gas emissions. The certificate is issued after completing an online BASIX assessment, which evaluates water usage, energy efficiency and thermal comfort. Once all targets are met the certificate can be issued.
Purpose of BASIX
BASIX applies to new homes, renovations, multi-dwelling developments and apartments. Introduced in 2004, it ensures projects meet government-set sustainability targets. Compliance is shown in the BASIX Certificate, a condition of development consent. The scheme aims to reduce greenhouse gas emissions by up to 25% and water usage by up to 40%, lowering environmental impact and ongoing costs for occupants.
Water, Thermal Comfort and Energy
Water Efficiency: New houses and townhouses use at least 40% less water than standard homes without any water-saving measures, while apartments typically save 30–40% depending on location and development size. Water efficiency is supported by rated appliances (showers, taps, toilets) and the use of rainwater tanks for gardens, laundry and in some cases swimming pools.
Thermal Comfort: NatHERS evaluates dwellings’ summer and winter performance using building simulations that consider geometry, orientation, shading and materials. Compliance can be achieved by adjusting walls, insulation, windows or colours. For single dwellings, a simple method may be used, though certifiers will review commitments and ensure compliance.
Energy Efficiency: Appliances, lighting, water heaters and sometimes solar panels are chosen to cut energy use by 30–40%. Efficient thermal design further reduces heating and cooling demands, boosting energy savings. Moreover, the Thermal Comfort above influences overall Energy Efficiency, as dwellings that maintain comfortable temperatures naturally require less heating or cooling.
The BASIX certificate combines all sustainability requirements into a single document, including thermal comfort and serves as a guide for architects and builders during construction as well as a checklist for certifiers to issue the Occupation Certificate. All details in the BASIX and HSTAR (thermal comfort) sections must be fully implemented. In states where BASIX does not apply, compliance follows the NCC, with NatHERS as the main standard for thermal comfort.
